The lack of a Con score is a pretty big disadvantage... I'd consider a +2 bonus in one stat, or two +2 bonuses and a -2 penalty, will entirely balance it.

Eh? No Con score is a disadvantage? Since when? I definitely wouldn't call immunity to poison, disease, or anything requiring a Fortitude save (with the exception of Disintegrate) a disadvantage, especially when the only downsides are less hit points per level (which somewhat balances out with the increased Hit Die), lowered Fort saves (which will never have to be made anyway), and a lowered Concentration modifier (which, if I recall correctly, uses the creature's Charisma modifier instead).

Lack of a Con score is a HUGE advantage in every case.

I think if you want vampires to be LA +0 you have to make a 1st-level vampire equivalent to a 1st level human. The blood drain ability alone way overpowers them (imho).

I personally would say that you should make them vulnerable to critical hits.

Or at least critical hits with wooden staks. A critical with a wooden stake goes through the heart, and kills them. Period.

Also, if you add the other typical drawbacks of being a vampire, like the inability to cross running water and hatred of holy objects, they work out.
