D&D 5E LAIR ACTIONS

Some monsters have LAIR ACTIONS, which are shares of COVIL as Dragons for example. In the Book says the following:


LAIR ACTIONS
On initiative count 20 (losing initiative ties), the dragon
takes the lair action to cause one of the Following effects;
the dragon can not use the same effect two rounds in a row .......


Therefore, the Dragon in this case to use a ACTION LAIR is taking 20 in the initiative? Added or not your DEX? What exactly is "(losing initiative ties)"?

The Lair Actions are independent. They just go on 20. It doesn't "cost" the dragon anything and happens independently from the dragon's iniative turn.

"losing initiative ties" just means that Lair Actions go after any other creature or character that happens to also act in Iniative 20. As mentioned, The Dragon still rolls initiative as normal, and takes its regular turn then. Lair Actions are extra, and free!

It means the dragon can't go first if someone else also has a 20 Initiative. The Lair action goes at 20, and then the rest of the dragon's attacks happen at its rolled Initiative. Yeah, it's a whole free attack basically, as if the Lair is another opponent.
