If a sorcerer use a power through a Flaming Dagger, can he change the damage of his power to fire with the At-Will power of the dagger? First impression would be yes, but I just want to be sure. This information might be useful for the concept of my second character.

By my reading of the FAQ, no:

Powers are not Enhancements, Criticals, or Properties; they are Powers. Note that several daggers in the PH2 and AV2 (such as the Wyrmtooth Dagger) supercede this by exception (they specifically call out using it as an implement).
 

Would those at-will powers work if the sorcerer had the Sorcerous Blade Channeling feat and changed a ranged attack to a melee attack, or is it simply not possible because the power in question does not have the weapon keyword, which is required to use the at-will abilities?

The power is only usable as a weapon, not an implement. A swordmage using it for one of their weapon powers would work; as would an artificer using a weapon power.

The feat only changes the range; not the type of power.
 

14. When do a Magic Item's keywords apply?
If you use a magic item's power in conjunction with a power granted to you by your race or class, that item's keywords are added to the regular keywords of the power you are using. For example, if you are have a Flaming Weapon, and you use an at-will power to attack an enemy along with the at-will power of the Flaming Weapon, your attack will have the Fire keyword in addition to the normal keywords of your attack. You have to be using the powers of the weapon for those keywords to be added; simply using the magic item does not necessarily mean every keyword attached to a power of that item will be added.

Yes, you do gain this bonus to damage.

I doubt it. They're referring to the bonuses of the magic item, not the base weapon. Brutal doesn't transfer, nor does Versatile, for example.
 

So a bloodclaw garrote, used by an assassin, as an implement (ki focus), couldn't use the weapons property,or magic power.

But used with a Keyword: Weapon power (e.g. Assassin using Ki Focus weapon with Inescapable Blade) it would get the properties of the weapon?
