I think it is "legal" in the sense that pads of paper of that size were popularized by the law industry - a slighly longer page is a bit more convenient for taking notes of extended proceedings...

I'm going to guess that is was the Underpants Gnomes. They wanted to ban all paper but their freakishly long sheets, which they had to sole rights to at the time. They continually stole the underpants from all the world's leaders unitl they each outlawed all other kinds of paper except the "legal" size.

But then Quail-Man came in and broke up the Underpants Gnomes' conglomerate, because he is the only person whose Underpants they cannot steal.

While the law is still technically on the books, it has not seen enforcement in years, very much unlike EN World's rules against politics in discussion.
