Legendary Actions cost question

For legendary actions with no listed cost can the creature just do it for free or do they just cost 1 action point? For instance the first legendary action of a lich reads like this;

[FONT=&quot]Cantrip.[/FONT][FONT=Helvetica Neue, Helvetica, Arial, sans-serif] The lich casts a cantrip.[/FONT]

[FONT=Helvetica Neue, Helvetica, Arial, sans-serif]Compared to its other two abilities that have a listed cost of 2 and 3 actions. So can it cast cantrips willy nilly or does it just spend 1 action point?[/FONT]

Cantrip costs 1 legendary action (as stated above, the description states if an action costs more than one).

So the Lich can cast a cantrip up to 3 times in a turn (assuming 3 other creatures go that turn).

Its other actions cost more, so if for example it uses disrupt life, it can't use any other legendary actions that turn.
