Look into Mage Knight figures (I recommend Rebellion, the first set). You can buy cases of the things for $50 or less, getting a couple hundred figures.

Then go online and do a little research with your son about what kind of hero figure he wants. Buy it off ebay for a round $5. The hero figures have leveling built into their bases.

Simple rules, lots of figures for the table, and fairly cheap for what you'd get.
