The Drow Wizard continues his casting, and a cloud of smoke begins to gather on the floor in front of him. Eerie groans and the noise of rushing winds issues forth from within the smoke.

That doesn't require an action. What action she takes will no doubt be determined in part by the spell in question. That's good enough to id any spell even beyond 9th level.

Tylara recognizes a summoning spell of a higher Order of Might than the highest with which she is familiar.

Capizzio does not state a name for the spell that he is casting, but one surmises that it is magic missile. Is that surmise correct?

Tylara opts for defense, casting a Protective spell about herself in hopes that it might thwart the intentions of whatever creature appears.
