Wow, I got not one, but three answers!

I've read the full press release, and I see what you mean. Since players can be in the government, this means that if you start PKing everyone in a given Domain, it's likely that the authorities will come down on you like a ton of bricks - except that the 'authorities' aren't computer-controlled guards, but human-controlled characters just like you, and probably very powerful too. If they set the law, they will enforce it.
Additionally, NPC will react to your reputation... it seems that, unlike current MMORPGs, there will actually be severe consequences for PKing. If someone wants to play a bandit, he can do it but, as it should be, it won't be easy, especially if you're alone. Mmm, making your own evil empire...

Hmm, I've resisted MMORPGs until now, but I think this could be the one...

If a bunch of players want to band together and form a PK-Domain, that can be sone, but it will be known, attract foes, and generally add to the whole online world in a positive way.

As I said, I'd love to take credit for the underlying concept, but Dan at DI came up with it, and I'm just happpily beating the drum about its obvious merits
