Let's talk about two-headed, dual action monsters

I need some advice on this one. I got the idea to template a creature with a second head and dual actions after running an Aspect of Demogorgon but I need some guidelines for doing so. I haven't been able to find any rules on the subject. I've got a two-headed mystery beast waiting in the wings for my players.

In your opinion, how would a dual action template affect

- Grapple/Improved grab?

- CR?

- Spontaneous casting?

- Skill checks such as Spot?

- Being influenced by charm or mind-influencing effects (that is, only one head)?

- Anything else you can think of.

Hmm dont multiple headed creatures get multiple actions a round? Tiamat for example can cast 5 spells in one round, without using quickened spells or anything.
 

Savage Species had a Multiheaded template, and feats that could let a monster with extra heads or limbs cast more spells or use more magic items mounted on the bodypart in question.
 

And if you don't have access to Savage Species, an earlier version of the template is on Wizards' web site here. The only differences I can think of offhand is that the newer version also adds Combat Reflexes and Improved Initiative as bonus feats.
