Speaking of critters that matter, the DMG mentions using the Elite array if one wants to up the ante a bit since all monsters are assumed to have 10's or 11's for base abilities.
It matters in that one is an acquired template that might be taken slowly, over time, and the other is an inherited one that you either have or don't.As for the were werebear, it doesn't matter natural or not: consider the MM stats as the average representative of the type, and "were" is only half of the story. Black, Brown, Kodiak, Panda? And just like other creatures of the world, somew sill be smaller or larger. (That's one of the reasons I still roll every last HD for my critters that matter.)

Lycanthrope" is a template that can be added to any humanoid or giant (referred to hereafter as the base creature). The lycanthrope template can be inherited (for natural lycanthropes) or acquired (for afflicted lycanthropes). Becoming a lycanthrope is very much like multiclassing as an animal and gaining the appropriate Hit Dice.
My apologies!
He used that system revision in his Arcana Unearthed/Arcana Evolved RPG (3Ed & 3.5Ed versions, respectively)- a D&D alternative/clone- for his world's PC race fae, giants, and a few other races.
