does a character with a Level Adjustment get their feats at their character level, or class level?

specifically, can a Tiefling take Fiendish Bloodline as soon as they qualify for it (as all classes have at least a +1 to saves at 3rd class level)? or did the Tiefling in this example get a feat the level before, when he didnt qualify?

I believe this is how the latest system works:

A character now gets feats based on their hit dice, not their ECL - so if you had a race with (say) 4 HD and +2 LA for a total of +6 ECL, they would start out in terms of getting feats and skill maximums as if they were 5th level (4 HD +1 class level), but would earn XP as if they were 7th level (6 ECL + 1 class level).

The tiefling would thus get to take the feat at 3rd level (at which he'd be an ECL 4 character), unless he multiclassed (a tiefling Ftr/Rog, for example, would have to wait until 6th.)

Just clarifying:

2nd level Tiefling (ie- Rog1/Rgr1): 1 character feat
3rd level Tiefling (ie- Rog2/Rgr1): 2 character feats

2nd level Tiefling: Equivelant to a 3rd level character
3rd level Tiefling: Equivelant to a 4th level character

Hmm. I always a thiefling rogue 2 was a 2nd level character. He does not have a racial hit die, so no additional character levels. His ECL is 3, so he needs more experience points and should join with (core race) characters of level 3, but his character level regarding feats etc. ist 2.

Did anyone understand that?

So far everyone has had it right in this thread. I guess my post was more confusing (it was an attempt at clarifying).

ECL +1 is kind of like 1 level of tiefling, but not in the sense that the level counts towards feats or ability points.

thanks everyone, that cleared things up. the tiefling gets his feats at class levels, just like everyone else.
