Level of a Power or Magic Item?

Does the level of a Power have any effect in terms of game mechanics (other than determining when a character can learn that Power)? For example, is there some ability/item that resists low-level Powers?

What about the level of a Magic Item?

For powers, you already mentioned what it is for. For items, they are used a guidelines as to what to give out to players. Also, item level can figure in to creation of items, and detecting magic. There's probably other ones too, but this is all I could think of off the top of my head.
 


Just keep in mind that a level one character can wield with no problem an level 30 weapon. Not that I would condone doing such for anything other than a very specific plot reason, and then on a very limited short term basis.
 

In the sense I think you mean, no. And it makes sense that way because remember that many or most items and powers are meant to still be potentially useful even at high levels. Look at how many low level powers gain extra damage or whatnot at higher tiers. Blocking all items/powers of level <x would be unfair to those who chose the "upgraded" version of low level powers vs. the standard higher level powers.
