Why not?
It depends on what's doing the healing. Monsters only rarely have the Second Wind ability, so you can't use that to heal them. Since this is a Paragon Tier power, you'll probably be using it on Paragon Tier monsters, which only have two healing surges.
But a Cleric could use Cure Serious Wounds and a few other powers to force the monster to use his two healing surges and yes, it could be back to full health.
But why would you want to do this? The power says that you only get the creature until the end of your next turn.
