A way to simulate being "carried" by metal wires/cords and other similar objects might be to give these elementals a heavily modified Shadow Jump/Dimension Door spell ability that transports the lightning elemental from one end of the conducting material to the next.

I found a converted lightning quasielemental on the Creature Catalog site:

Why, this is your version, that is theirs. And until WotC comes and tells us what the official conversion is, we'll never know. So I say, let people compare the two versions, and then deside which one they'll use.
