D&D 3E/3.5 Litch Overview [3.5]

I was introduced to the world of D&D roughly a year ago. I was asked by my uncle if I was interested in joining his summer campaign. Well summer came and left. I had a fun time and even considered playing again if the opportunity arrived. A few weeks after the summer campaign ends my uncle asks me if I want to create a character for his drow campaign he's been working on for two years. I hesitate at first knowing that this campaign could last quite awhile, but eventually said yes.

Fast forward to now. I'm still playing in his drow campaign (Level 16 Fighter, 1 Level Barbarian) and in love with this hobby. Well now he is letting run the next campaign in my own world. :D

To the point. I'm wanting to create a Litch based off a 13th level wizard. Its a dungeon craw so essentially he'll be at the end of the 14th floor.

I need help :P I will create the wizards stats quick and post back thanks!

I would think the easiest thing to do is to take the sample lich in the MM (p. 166) and adjust from there (add 2 HD, etc.). However, the samples can sometimes be underpowered.
 

The LA of a lich can be pretty bad, denying you access to higher level spells. Have you looked into the Necropolitan template from Lords of Madness, which makes you undead but without the LA?

LA? I only have a handful of books at my disposal. I do not have Lords of Madness book. :(
 

The level adjustment for a Lich is +3 or +4. It means you are counted as a character of that many levels higher. This is a bad thing.

Are you playing a PC (player character) or a NPC (enemy/ally used for the DM)? I'm not sure if you are the DM.
PC have to use ECL (effective character level), DMs use CR.
Templates like Lich (no T in it) have both type increases.

Lich is a +4 LA. CR +2. So a normal 13th level wizard is CR 13. So you count Mr. Lich as CR 15 (13 +2).

13 Wizard + 4 La = 17th level character meaning unles he allows everyone to be 17, you can''t play it as a PC.

If you are the DM: great easy.
Make the Level 13 Wizard then add Lich:
