Living Supers/M&M - Proposals for the Origin

I think your making things a bit too complex Velmont, the UN will do whatever we need them to do, because we are the ones creating the world. Once it is shown that the number of 'meteor freaks' is rising, then the UN is going to jump on it as a publicity thing to show they are doing something, just because the UN does something, doesn't also mean that member countries cannot. No matter how large the UN team is, it cannot be everywhere at once, so the US, etc create their own teams, and study the situation on their own, just as the UN Team does as a whole.

Fleshing out the UN Team:
UN team is organized into regions, with each of the Regional teams responsible to the Overall Team leader/UN oversight comitee. A Region Leader is selected, and then they go to their region and recruit a team, preferably with some people from that country/area, to reduce friction between the team and local government, and also to build up hype.

Regional teams can be larger if they are responsible for a large, or a population dense area, or there could be a few teams to cover an exceptionally large region, like 3-5 regional teams in the US, vs only 1 in the UK or Germany. This lets indivual GMs work up the other regional teams if a group of heros goes on the road for a mission, the only team we would really have to work up is the regional team that our players will be part of. With the exception of the teamleader, it can be all PCs, so we wont run into issues of Players feeling like second stringers, if we want to go that way.

We can detail out the Regional Team Leader Stats, as well as the Overall Team Leader Later once we all have books, but we can come up with personalities and histories for these people.

Oversight Comittee: 7 Members, these 7 seats are highly coveted as they have broad say over supers legislation. They are the comittee that reviews and appoints the Overall Team Leader for the Organization, and they also confirm his appointments of Regional Team Leaders, they have the power to censure and fire regional Leaders, and the Team Leader if they believe the actions of the teams warrant it. The committee is appointed to 4 year terms by the UN, and made up of representatives of the member states. Currently, it is made up of the US, Britain, France, Japan, China, Saudi Arabia, and Russia, with the Comittee chair being Lord Corman of Britain.

Current Leader: Major Christopher Nueworth
information: Major Nueworth has served with distinction as the leader of several UN Peace Keeping Forces, deployed throughout the globe over the last 10 years. He is a career military man, and rising star, dedicated to the ideals of the UN. Recently he has gained the superhuman ability to control soundwaves, making him the ideal head of a UN team because of his powers and impeccable record of leadership and organization. He has created the super teams, not as a military organiztion, knowing that military units of super power beings would not go over well, but as somewhat looser groups, ironically inspired by his childhood comic book heros, the Justice League. Each time is responsible to him, and he ultimately to the comitee, but the members do not neccessarily hold military rank, they are defered to by local governments as a courtesy.

His policies currently include:
1)Selecting Team Leaders if at all possible from the Regions, or at least countries they will be working in, (as well as Team Members)
2)Super Villians are to be brought to special UN prison facilities
3)Use of deadly Force only if no other options are availible
4)Collateral Damage must be kept to a minimum
5)Cooperate with Local Governments

Not complex, only detail. I just not like to know why things have been done, and put it realistic. In the Living world, sure, we can do anything without problem, as long as the judge tell yes, it is possible. But I am quite sure it would take more than 5 years to see a team from the UN created if we would see Super appearing today in our world.

But before creating the whole organization, I would like to ask a question to you (everyone in general, not just Kylara...). How many Supers there is in the world. Is the million of them or there is less than a thousand all around the globe? How many appear per year?

I ask that because it will also determine how many there will be in the UN team. If we take Kylara idea for the team, it would greatly define what is a region. How large would be that region. How many person there would be in a regional team.
 

To answer Velmont's question: How many superheroes are there?

We'll see. I would like for the players to have the opportunity to get in on the ground floor of something like this. If I were to put a number on it, it would be my opinion that there were less than a 100 'known' heroes or villians.

I would expect that certain altruistic individuals would sponsor the building/headquarters for the U.N. charter to house heroes coming in looking for 'work'. I'm certain there would be certain financial benefits in joining the organization, including medical and insurance (which would be a major cost - see Incredibles!).

Corporate organizations, governments and other wealthy individuals are likely to have or employ superheroes as well as the U.N. Many are going to band togehter to fight villians no single hero could face alone, etc. The U.N answer is there, and is available to be used, but it is not necessary the only answer.

I like where you're going with the oversight committee. I think the regional teams don't need to be established until the need arises.

I think the next step is where you're going: the need to flesh out the U.N. charter, the building the teams and some of the time line. Then decide at what point in the timeline do we . . . start the clock.

I had the same idea. I was thinking to start with a low number, at max a thousand, but I would see more fit under. That make the regional team irrevelant because there would not be enough Super in the UN to have regional team.

It would be just like LEW. There is only one Inn presently, but the idea of a second have araise. For Living Super, it would be the same, we have only one base at start and when the need araise (in other word, there is a lot of player), the UN might decide to have an eastern and a western office, then haviong one per continent, ect...
 

Looking at the Proposal that was approved by the judges, actually, I'll just combine whats in Bront's proposal with some of my fleshing out ideas, so we have this timeline:

Late 2004: Rising Super Power Criminal incident rates, the most public appearance of a super happened when a mutant, known now as Granite for his rock hard skin, tried to rob several banks in Switzerland, and eventualy was taken down by several tanks when he was unable to be pacified.


April 2005: Resolution 527 is passed, creating funding for the Supers Team/ setting up the oversight Committee, etc

so probably:
October 2005: Team Alpha HQ is established in New York or D.C. and begins openly recruiting, the Team Leader is Major Nueworth, but once this team is up and running, he will sort of fade into the background of Team Alpha, and help get other teams in other countries get set up. Team Beta's HQ is in Eddinburough, UK being run by Seth Sharpman.

Seth Sharpman and Chris Nueworth are in charge of recruiting their respective teams, with Major Nueworth being nominally in charge of the overall organization, though leaving Sharpman's side of things alone. They are responsible to the Oversight Committee.

Cripes! I went out of town for a few days for a wedding and came back to all kinds of great stuff going on! This looks even more exciting than it did a week ago!

After getting sucked into Smallville for the first time this month, I can'tr think of any other way for supers to start randomly appearing. :)

Although...

re: how many supers... What if something happened similar to the TV series The 4400? Say, for example, the U.N. is actively seeking out metahumans who were affected by the comet; assume they have discovered a means to detect (radiation?) in metahumans and whisk them away to some genetic research etc. plant... wipe their memories, then dump them en masse into one city (or Aliens could do it too, which could be a later segue for players to make Alien 'heroes')? 4400 metahumans... or pick any large number, preferably one with some kind of significance.
