Keep delaying and charging. ugulu, any special abilities that would change these tactics?

Nothing leaps out, unless a minute has passed and the "thunder and lightning" ability is ready (as soon as it's ready, move to a height of 60' - when the head appears, get within 60' and drop the hammer). Otherwise, how abuot tossing 4 points into Power Attack to see if the blows keep landing.

OOC: Stormy has not used the "thunder and lightning" ability yet because there has not been an opponent that gave enough trouble to merit receiving that ability. It is a full-round action, so it is possible the dragon will not be within range of the sonic damage because Stormy will not be able to move more than 5 feet and use the ability.

Round 484: The dragon pops up and breathes and inflicts 24 points of acid damage to Stormy (natural 1 Ref save). Stormy has 74 HP remaining.
Stormy creates a deafening thunderclap, accompanied by a stroke of lightning at the dragon. The dragon takes the full force of the lightning and thunder (rolled 14+2=16 Ref save for cover and 23 Fort save), taking 45 points of electrical damage and 28 points of sonic damage, for a total of 73 points of damage. The dragon is not slain (rolled 25 Fort save) and has 52 HP left, and having taken 19 nonlethal damage.

Stormy makes the Hall of Fame!

Round 485: The dragon goes back underground, and never comes back up. A draw is declared after round 489.

Something comes out for Lawful Neutral in round 490, but I do not know what because my list only goes to CR 8. We must wait for Gansk's return.
