So I was playing savage worlds the other day and this feat is something you can normally do in that game. I liked it so much I'm bring it to my 4e game in the form of a feat.
In my D&D games you cant shoot an enemy if theres a friendly peace between yours and the enemy. So the introduction of this feat, I think will be quite helpful.

Feat Name: Delay shot
Prerequisites: Quick Draw
Benefit: On your turn you may chose to not attack, move or take any action. At any time after your turn, you may interrupt another creatures action with your attack action only once until you're next turn.

That feat really only provides a narrow window of opportunity that isn't already covered by "Ready and Action" or "Delay". I'm not convinced what it does is worth a feat.
 

On another note if you have enemy's at a distance that are popping up to fire from cover and going back down to cover. This feat could be useful to pick them off easer.
I might just make this a custom rule option or a power option for ranged Characters to take.
 


I'm sorry, Pyrex is right. You can already do that with Readied Action, and you can still take a move action and a minor action on your turn.

So you don't have to get your book out:

PH 291: Ready an Action
When you ready an action, you prepare to react to a creature's action or an event. Readying an action is a way of saying, "As soon as x happens, I'll do y." For instance, you could say, "As soon as the goblin moves out from behind cover, I'll shoot an arrow at him."

READY AN ACTION: STANDARD ACTION

* Choose Action to Ready: Choose the specific action you are readying (what attack you plan to use, for example) as well as your intended target. You can ready a standard action, a move action, or a minor action. Whichever action you choose, the act of readying it is a standard action.

* Choose Trigger: Choose the action that will trigger your readied action. When that action occurs, you can use your readied action. If the trigger doesn't occur or you choose to ignore it, you can't use your readied action, and you take your next turn as normal.

* Immediate Reaction: A readied action is an immediate reaction. It takes place after your enemy completes the action that triggers it.

* Interrupting an Enemy: If you want to use a readied action to attack before an enemy attacks, you should ready your action in response to the enemy's movement. That way your attack will be triggered by a portion of the enemy's ove, and you will interrupt it and attack first. If you ready an action to be triggered by an enemy attack, your readied action will occur as a reaction to that attack, so you'll attack after the enemy.

Note that an enemy might use a power that lets it move and then attack. If you readied an action to attack in response to that enemy's movement, your readied action interrupts the movement, and you can attack before the enemy does.

* Reset Initiative: After you resolve your readied action, move your place in the initiative order to directly before the creature or the event that triggered your readied action.

If you want to make readied actions better, maybe you can make a feat that lets you use a readied action as an immediate interrupt instead of reaction, or one that lets you keep your current initiative.
