Looking for a Divine PrC...

Actually, for most of the things I cited, you don't want to be in your sanctum. You want the spell to be effectively lower level than the slot you cast it from. You just have to have the feat and a sanctum somewhere to qualify for the early entry.
So, I've not yet used the Sanctum Spell feat, does this "effective spell level one level higher than normal" mean for your 1 level Cleric dip:
-you need a second level spell slot?
-or does such a spell still occupy a first level spell slot but it's effectively considered a second level spell like a heightened first level spell without the level bump?
-or is it casting a second level spell in a first level slot?

I just read the description you linked to yourself, and my conclusion is: option 'b':

A first level Sanctum spell is considered a 0th lvl spell when outside your sanctum. You still prepare it in your first level slot, but save DC etc. are calculated as if it's a 0th lvl spell.

And I now understand the warweaver-logic: Since you can only weave spells up to level 5, you can't weave 6th level spells. Unless that 6th level spell is a sanctum spell, and you are out of your sanctum, since for all intent and purposes that 6th level spell IS a 5th level spell (although you still prepare it in a 6th level slot).

Exactly. Sanctum Spell is rather unique. It is, by itself a +0 Metamagic feat. It doesn't change the slot you prep it in. When you cast it, however, it is essentially Heightened by +1 or -1 level, depending on whether or not you are in your sanctum.

For prerequisites, it only matters if you are able to fulfil the requirements at some point. If you can cast 2nd level spells in your sanctum, you can cast 2nd level spells period. It is probably the least questionable of all early entry techniques. Also, in your case, its not like you are using it to get into War Weaver early.

Btw, War Weaver specifies ranks in Profession: Weaver, but they don't specify what kind of weaver. You should totally be a basket weaver with Eldritch Baskets of Doom TM.

So, if I then took a single level of Cleric, and did not possess 2nd level spell slots to prepare these now-considered-1st level spells, Does it still count?

And I now completely understand the War Weaver Sanctum Spell trick, that's awesome.

Abso-frikkin-lutely.

Correct. If you took just 1 level of Cleric, as long as you had the Sanctum Spell feat, you are now officially able to cast 2nd level spells. Period.

Even if you aren't in your sanctum.

Even if you don't have a sanctum spell prepped.

Even if you are completely 100% out of spells and not able to prep them ever again.

It doesn't matter. You have the potential to cast 2nd level spells, simply by being able to have the ability to prep a Sanctum Cure Light Wounds in a 1st level slot.

If you rearrange your build a bit (assuming you haven't already played at the current level of the build stub), you could even duck into War Weaver 2 levels early with Sanctum Spell, thus freeing you up more levels to get more clericy goodness and theurge the bajebus out of life.

The build is still theoretical and unplayed, so flexible. I want to have something on hand for the next campaign I get to mess around in.

Ah shenanigans, it really all comes down to what I can get away with. The goal of this particular build is how to play the all-powerful Wizard without overshadowing the other players or irritating the DM, so using that power to primarily buff.
