Looking for a large evil city setting or module

Another vote for City State of the Invincible Overlord.

Runner-Up:
Ruins of Zhentil Keep box (includes maps for both before and after the 'ruins' part) - it's fortified, LE, bit of a theocracy (i.e. Bane)

Yet another vote for City State of the Invincible Overlord. :)

I might modify it with some information about Rel Astra from the free on-line Greyhawk realm book, "Iuz the Evil".
 

It's been ages since I last read it and it might not be exactly what you're looking for but the first supplement that came to my mind is Slavers for 2nd edition D&D. It's set in Greyhawk and, IIRC, is more of an adventure to find the err... slavers that keep kidnapping people from lands around the Wild Coast. I do remember it also including extensive gazeteer material as well.
 

Menzoberranzan would fit quite well, as a lawful evil theocracy. However, that product is primarily Underdark and Drow, which is probably not what you are looking for.

A good question to consider is how much customization work are you willing to do on your own?

That would definitely be my recommendation. The Temple of Morg or possibly Hamarkhis can be used.

What PCIHenry said- The Theocracy of Canceri and Nishanpur are the best evil cities I've ever seen written for gaming, and full of exactly the kind of flavor you want. A large slave population, downtrodden but selfish and opportunistic citizens, and ruled by a triumverate of evil gods. The books ooze flavor, and are very well thought out. Best of all, they are HUMAN cities- no silly drow or other such nonsense. Highly recommended.
 

I'd definitely 2nd/3rd/4th the City State book. Its fantastic.

You might also look at the Sword & Sorcery sourcebook Calastia, set in the Scarred Lands. Its got a lot of good info about a Lawful Evil society, including some cities.

Thanks - they look promising as well. Are they available in print at all, or POD? I like PDFs and all, but don't have a good printer to use for it.
