Tekumel? The Tsolyani Empire is given almost the entirety of focus. It's neighboring empires only receive a minimal amount of background or development, and it's primarily in how it relates to Tsolyanu history or current events. There are smaller kingdoms ("protectorates") that are within the cultural sphere of the empire, but primarily act as buffer states. The empire is mostly culturally homogeneous, but there are rival clans and provinces within the empire itself.
