Looking for a random weather generator

A bit off-topic, since you said you didn't want software, but I have to throw out a recommendation for Weathermaster anyways. It's simply the best rpg tool I've ever found to generate weather.

I've checked out their program and it is admittedly very cool. Very detailed.

My ideal system would:
- be something I can generate on the fly away from the computer, using dice.
- would account for the current weather condition, season, and general climate type.
- forcast the weather out from the present with a "partly cloudy for the next xx hours" type of result.

I am not interested in calculating the weather months down the line. I don't want to know until the players do. It may sound wierd, but having "random" subsystems like the weather help give me, as DM, a feeling that the campaign world the players are exploring is more than just a story I've concocted for them. It provides me the enjoyable illusion that the world is its own entity, outside of even my own control, which I get to discover along with the players.

It explains why I am a fan of random encounters (assuming those encounters include more than just combat opportunities).
