"The subject can fly at a speed of 60 feet (or 40 feet if it wears medium or heavy armor, or if it carries a medium or heavy load). It can ascend at half speed and descend at double speed, and its maneuverability is good."
with SRD Spider Climb Spell
"The subject gains a climb speed of 20 feet;"
The facts that Fly grants a set speed and limits specific 'normal' movement options such as run while Spider Climb specifically states gaining a 'Climb Speed' leads me to believe the Fly spell does not, in fact, grant a 'Fly Speed'.... which cannot then be augmented by spells that increase normal movement rates of speed.
Whether this is a mistake of earlier edition spell text being copied forward or designer intent is anyones guess.
Personally I like the visual of the Flying Mage floating forward at a specific pace.
