Looking for an OGL Bargaining/Insanity Magic System

Is there a system whereby spell-casters gain access to spells/power points/etc via making deals with Things Wot Man Was Not Meant To Know Of, which is both:

a)Released under the OGL in such a way as to be easily usable? (i.e, not "Everything is open content, except what isn't, except the parts which have to be, and any subjunctive clause using a latinate participle, other than those on pages 101-102 and half of page 106")

b)Fairly well tested and balanced and about on the same power level as equivalent casting classes in 'core' D20?

I don't know how well tested it is, but I have yet to have a problem with it in my second world game. Some of the pacts seem a bit weak (Steve may have fixed that since last time I used it; not sure).

Steve's usually a shining boy when it comes to OGC statements. :)
