Pathfinder Ultimate Campaign Mass Combat (Free). That can work. Treat CR as level or HD and it should work OK. In my experience after using it in a game as a PC it is very swingy with a lot of incentives to go glass cannon offense all in on tactics and would play better if the PC armies have at least one unit for each Player to control.
