Looking for mystery/problem solving adventures

In that case, it's possible you'd find interesting stuff in Dynasties & Demagogues, which has some good advice on constructing politically-oriented adventures (the sample adventure in it involves PCs being appointed as a reward to run a vinyard, not in itself interesting to you, but it involves dealing with a traitor in their midst and various problems a neighbouring noble causes because he wants to obtain the vinyard for himself)...

Or, more likely, Crime & Punishment, which is about law enforcement and has lots of neat stuff in it, like investigation-oriented core classes, equipment, spells, etc. Both are from Atlas Games.

If you're up to stealing ideas from books, I know WOTC has a FR short story anthology titled "Realms of Mystery" that has mystery stories in it. I haven't read it, though, so I can't vouch for the quality.

Speaker in Dreams has been mentioned. Necromancer published a city-based adventure called The Grey Citadel that's a great product and has some mystery elements, though most of the adventuring proper takes place in the dungeons below the city.

If you're willing to update some older material, the aforementioned L2:Assassin's Knot is a town-based murder mystery from 1e, available as a free download from the WOTC site. Four from Cormyr, a 2e product also available free from the WOTC site, contains a murder mystery set in a manor that you could drop into any urban setting (and it's fairly heavy-RP, too -- a nice little vignette). From Expert D&D, the old X3: Curse of Xanathon is a city-based mystery that could be ported to a variety of urban settings, with adventures both in the city and the surrounding area -- check SVGames for the pdf.

All The King's Men from MonkeyGod is a well-plotted, city-based, murder mystery.

Death/Terror/Madness in Freeport are solid, city-based adventures with a good investigation/mystery element.
