Looking for old article about whips

About a year or two ago there was an article in the ENWorld newsletter that contained optional rules (feats and powers, I think) for whip fighters. Try as I might I cannot find the article now. It was not from WotC but I don't recall who published it. Does anyone remember this article and if so would you please tell me where I can find it?

I don't know about non-WotC whip articles but WotC had four whip multiclass feats in Dragon 368. One gave you proficiency with the whip and a little bonus and the other three were power swap.

Thanks Wednesday Boy. I am well aware of the WotC material; I have a dual whip tempest fighter that uses some of these feats. This article was meant to add more options for whip fighters, if I recall correctly. It was definitely third party.

All that I can find is CA #18 with a whip Warlord article. Is that the one you're thinking of?
