I would rent this on a console(it's out for all of them). The game was just mediocre, if you are a HUGE Matrix fan then you might enjoy it. It's been getting mediocre reviews across the net. If the game had been made specifically for PC then could have been great, but the console portness of it is strong in this one. So, I would rent it, borrow from a friend, or wait for a demo and see if you like it. Honestly, if you only wanted it for the action you could do all of that if the demo level is sufficiently large enough.

I watched someone play the Enter The Matrix demo at EB. It looked alright, but not spectacular. I'll likely rent it before passing final judgement.
In terms of reviews, it has been receiving mediocre marks, averaging about 70%. on all platforms. On the other hand, from the impressions I've read on certain gaming message boards from those that purchased the game, it's pretty bad, often being buggy and tedious, and isn't worth a purchase unless you're a big Matrix fan.
Oh, one other thing, and this is just personal opinion... Never trust the bulk of gamefaqs reviews. There are a handful of objective reviews/reviewers there, but most write-ups are lipservice from extreme fanboys or clumps of vitriol from bitter haters. You're better off checking compilation sites like gamerankings.com or metacritic.com.
Have there ever been any games based on movie licenses that were any good? Seriously, I'm not trying to be a jerk here. I just honestly don't know. In the past, all of them that I tried were mediocre at best, so I don't even look at them anymore.
In terms of direct movie licenses, there are a handful of gems, the most notable being Goldeneye and the excellent trilogy of Star Wars games on the SNES. I heard Alladin on the Genesis was pretty sweet, too.
But you're right, most reach levels of atrociousness previously believed to be unattainable.
