Loosing skill points... or what?

Explain this to me:
Upon reaching lvl. 11 a character aquires a headband of intelect +2, which gives him +1 int. He weares this headband for let's say 5 levels, but on 17'th level a skilled rouge steels it from him. Now my question: What becomes of the 7 extra skill points he got as a benefit from the headband and his incresed int.? Do they disapear? His intelligence decreases by 1, which offcourse makes him 'dummer' but does his skills also decrease?
And finaly: Let's say that he on lvl. 19 again aquires a headband of intelect, does he then reaquire his formerly lost skill points?

The Headband of Intellect in 3.5 specifically states that it does not give you extra skill points.

Only permanent changes to your Int affect skill points (PHB, p.58).

If that wouldn't be the case, I'd say the character keeps any skill points, as those aren't retroactively changed for whatever reason. But, as said above, the headband of intellect doesn't increase skill points.

I do believe that the Sage ruled in 3.0 that you can lose skill points gained from the headband and, once lost, they could not be regained in any way.
