Loviatar toys with Epic characters

My question is: can anyone create a human/demihuman nation (other than Dambrath) where Loviatar is the national religion, and it is believable and logical?

1) There could be some planet or nation or city where the only deity anyone has ever heard of is Loviatar.

2) Similar to (1) above, but there is only one deity anyone's ever heard of, and it's some pseudonym that Loviatar uses. Heck, she might even come across as Lawful Good, and grant spells and all that, just because of all the pain it will cause when the worshippers eventually die and end up with her.

3) I'd imagine there are other scenarios that use deception that could make this work out.

When I saw the title of this thread, the phrase "Loviatar toys" gave me some rather uncomfortable images, until I realized that "toys" was being used as a verb, not a noun.

That was my first thought as well...
