In line with what painandgreed said - how about modifying the Bard base class - come up with variants for each type of spellcaster?
The combination of a reasonable number of spells known, but low numbers per day could suit rather well? Also gives them a decent trade off for not being able to use magic so much...
Get a different spell list, casting attribute and a different base skill list. Use variations on the perform skill to cast. i.e. a Clerical 'bard' uses Perform: Prayer/has a more wizardly list, Wizard uses Perform: Weird chanting, etc.
Perhaps swap out some of the music related abilities for different stuff.
Think the lowered progression may fit what you're after. Perhaps make some of the higher level 'plot device' effects into rituals that are time consuming to cast and do ability damage or cost xp?
