The +8 doesn't matter unless you plan on having a battle rage around him while he's doing it (or similar).

You see, there's nothing in the Lyre of Building's description preventing him from taking 10 all day long....

I would limit the Bard to 8 hours of Playing Per Day and need to make the appropriate Craft Checks for the Structure being built.

Going by the 5000 Gold Piece House mentioned by VanRichten if that is a Basic One-Story House with a Cellar and all of the Man-Hours are put to optimal use I can only hope that 100 People working 48 Days would be able to complete at least 3 of them!

If I am using the Stronghold Builders Guide correctly I think a Basic Home with a Cellar would cost between 1000 and 1200 Gold Pieces. I think that this has the Labor Costs included.

The book does not list a Maximum Time. The text allows for reducing the Total Time for Construction along with the reduction in Labor Costs.

And as an aside, the SBG also states that 30% of the cost of a structure is from labor.
