I'd say a swamp/bayou mutant's powers would be plant/animal control. Note, however, that (AFAIK) there are no bayous in New Orleans proper (though some are very close to New Orleans).
There were also stories of a Bigfoot-like swamp monster. I can't think of the name off hand though.
Personally, I like a ghost of some sort. During the 1930s, most of Storyville (the legalized prostitution district) was demolished to make room for housing projects. Perhaps the ghost of a prostitute is mad at the destruction of her haunting grounds? Or, of course, docks and warehouse are always good places for creepy things, and New Orleans has no shortage of either.
Or you could make one of the old jazz greats like Kid Ory or Louis Armstrong a mutant with mind control powers or something.
