M&M Question

As others have said above, a martial artist with a +17 attack and +3 damage from strength and the Power Attack Feat will have a damage range of +3 to +8.

You can't Power Attack for more than your original damage bonus, so this character would be limited to +6 damage. So a martial artist should have at least +5 damage without using Power Attack or he can't get all of the benefit out of the feat.

Acrobatic Bluff, Power Attack, Sneak Attack. That should do the trick right there.

A martial artist is bound to have a high Acrobatics rating, of course. So take these three feats and you can feint as a move action with -5 to the roll and get a good wallop of a Sneak Attack in. Add in a little Power Attack to put a little more oomph in when needed.

A martial artist is going to aim for vital parts of the body, anyway, which is exactly the sort of thing a Sneak Attack will cover. Power Attack covers "brick busting."

If a martial artist needs more than that, he's effectively a super, anyway, and might as well take the Strike power. Once a character starts nearing the point that he can put his fist through a tank, he's not exactly non-powered.

There is a table in the Feats section (don't have my book in front of me) that details what group of feats best equate to a given Martial Arts style.

Depending on how absurdly cool your martial arts style is -- are you Jackie Chan, or are you doing absurd stuff like in the Swordsman movies? -- you can justify some fairly out-there powers:

Paralyze (alt-save:Fortitude): A Chi-strike on pressure points

Stun: A blast of Chi energy

Autofire Extra: Dozens of strikes over the space of a few seconds

Penetrating Extra: Focusing your Chi to strike with the power to punch through a solid wall

Groundstrike (Trip, flawed to Touch, with the Area(Cone) and Knockback Extras): Staple of the wuxia genre, with the guy doing a blast of power into the ground to blast people back.

Yes, all of that stuff is pretty out there, but then, so is an alien flying around lifting trains and shooting lasers out of his eyes. :) If you're going for more Jackie Chan, then I'd suggest buying Strike up to +5 and giving it the Autofire extra (twice), along with Improved Critical a few times -- you're within the realm of possibility for human power, and you won't be able to hurt someone with Impervious, but you'll be useful in a fight, especially with the feats others have mentioned. You may want to take Penetrating Strike as an Alternate power of your Autofire strike to simulate focusing your power for a really big strike. You still won't be punching through walls -- at least, not brick ones. You could take down drywall without any trouble, though. :)

Nice.

Drain and Nullify (coupled w/Power Attack) also work really well for a super-powered martial artist. Rationalize it as some kind of evil anti-acupuncture that blocks the victims chi.

It's a nice power because it fosters teamwork, with the martial artist (presumably) unable to single-handedly knock out tough opponents but invaluable in setting-up the team's powerhouse.
