Background
Nadja Wheeler, a Romany growing up in Brooklyn, never paid much respect to her heritage. Rather, she used it to make money, playing to the gypsy stereotypes and reading people's palms and tarot cards.
This all changed when her aunt from the old country passed away. It was her aunt's will that Nadja be given a tarot deck passed down in the family for centuries.
At first she didn't think much of the gift, figuring she could perhaps sell it to some gullible collector. The first night after receiving the deck, Nadja's dreams were haunted by her ancestors' spirits. They told her of the power the deck possessed, and how to unlock it. They bade her use the gift wisely, but unsurprisingly she turned a deaf ear.
Armed with considerable mystic power, she now plunders trinkets from museum and money from banks!
Powers
All of her powers are based around the tarot deck, and if deprived of it she would lose them all. Her protection takes the form of a flurry of tarot cards rotating around her, protecting her from all directions. They knock missiles off course and form up to be a barrier against fists. Her "energy" blast is actually a torrent of razor-sharp tarot cards.
It should be noted that there are far more cards than would be in an actual tarot deck, and none of them come from her deck. They are all magical creations.
The Variable Effect takes the form of her drawing a card from the deck and revealing one of the major arcana, which applies to the power she wants. For example, she could draw the strength card to gain super strength.
