(M&M) Transfer Power Question

Say I have Transfer Powers @ Rank 10 and the Epanded Extra x4, now I am able to transfer 10 Ranks of Super Strengh when I hit someone that has that power. My question is suppose that character has added 3 Extras to his Super Strengh thereby bringing his cost up to 7 points per rank od Super Strengh. Does my transfer not work in this situation and must I have Expanded Extra X7 then? I'm a little confused as to the actual Transfer mechanic in this situation. Any help would be greatly appreciated. Basically your Transfer power of Rank 10 can take any power that doesn't have a PP cost of more than 6 per rank. you make the attempt and the victim must make thier will save 10+your PR (which is +10) so they would need to get more than 20 to avoid losing upto 10 ranks of the power you are draining (however you can't take more than they have, so if they only have 5 ranks then thats all you can get). All transferred ranks are lost at a rate of 1 per round, and the victim regains them at 1 per round.
