My personal ruling on this matter, and I'm not sure if there is an official one, a pair of gloves, arm wraps (the white bandages or rope wrapped around the arm), or similar objects can be enchanted, though the base item must be something above the norm (silken gloves, arm wraps made of dragon hide, or even grungy, normal looking things anointed with oils, etc) and must have had at least 300 gold poured into it before the enchantment. As far as I can tell, there is no reason why all weapons but one should be able to be enchanted, simply because a dwarf can't make it with an anvil or an elf can't make it with a carving set.
