Magic Item Bonus Limits

In the ELH, it says that items which exceed the normal bonus limits are epic, and cost more. I'm fuzzy on what the normal limit is for some of these things. For instance, weapons, in the magic weapon seciton of the DMG, no problem, clearly spelled out. But where is the 'normal' limit for skill bonus items listed?

Bah. Darn that orange intro page and its terribly informative text. I hate reading those orange pages and mostly just skip them because they're fluff anyway, and it came back to bite me. Thanks!
