Keep in mind that EXISTING (as in those already listend in the DMG) rings are generally much more powerful than EXISTING bracers. This means that your ring "slot" is a bit more precious so using that for a measly +4 armor bonus seems pretty reasonable to allow a 25% discount when you may later want that slot for a cool ring (like a ring of jump ... now that's fun).
