Magic item granting a feat?

One of my players wants to make an item that grants the Power Attack feat, the only problem is that I have no idea what to price it at. The DMG doesn't give guidance on pricing items that grant feats, so any suggestions, ideas, or thoughts on this? Thanks guys! :)

Mighty Cleaving might be approximated to a feat, and I believe Intelligent magic items have some feats on their list... does that help?

One possible cost comparison is that Keen weapons and Improved Critical are similar. Now I have no idea if the cost for Keen is balanced or not but it gives a starting point.

Well, it gives a +5 to damage (maximum), which is the equivilent of a +5 weapon. But it doesn't include the bonus to hit, maybe knocking it down to a +4. And it has an added penalty (the penalty to hit), so knock it down a little more to +3. Or you can use the straight monetary value of +18,000

I assume you are talking about a weapon. If the item grants this ability on all weapons, then make it the price of a +5 weapon (50,000).

But keen has a more static effect that cannot be tailored to your opponent. For example, Power Attack absolutely rocks on Giants (high HP, low AC), but not so good Iron Golems (high AC, medium HP). Keen works as effectively against one creature as the next (discluding constructs and really high AC opponents).

It can be shown mathmatically that Keen is in fact not as good as a simple +1 to a weapon (with any core weapons, this would be different for a weapons that was 18-20/x4).
 

POWER ATTACK [GENERAL]
Prerequisite: Str 13.
Benefit: On your action, before making attack rolls for a round, you may choose to subtract a number from all melee attack rolls and add the same number to all melee damage rolls. This number may not exceed your base attack bonus. The penalty on attacks and bonus on damage apply until your next turn.
Special: If you attack with a two-handed weapon, or with a one-handed weapon wielded in two hands, instead add twice the number subtracted from your attack rolls. You can’t add the bonus from Power Attack to the damage dealt with a light weapon (except with unarmed strikes or natural weapon attacks), even though the penalty on attack rolls still applies. (Normally, you treat a double weapon as a one-handed weapon and a light weapon. If you choose to use a double weapon like a two-handed weapon, attacking with only one end of it in a round, you treat it as a two-handed weapon.)
A fighter may select Power Attack as one of his fighter bonus feats.

power attack can add more that +5 dmg as noted by the section in bold.
Combat expertise is limited to a max of +5 and by your bab (assuming your bab is lower than 5)

I think this is a little overpriced. Would your character really spend 50,000 gp to learn Power Attack as a feat?

I'd price it at 12,000 gp for a non-weapon item, or a +1 bonus (6,000gp; limited to one weapon) as a weapon property. This puts it in line with weapon properties such as Mighty Cleaving, Throwing, and Distance.

Regardless, it has one major drawback compared to learning the feat -- it can't be used to fulfill a prerequisite for another feat, special ability, or prestige class.

What was in mind for the item is actually adding Power Attack to Gauntlets of Ogre Power, making a sort of "duelists" gloves.

Thanks for all the ideas guys. I'm still mulling over this one.
