I'm not sure I understand quite what you mean here.

If you have a longsword +1 and wanted to turn it into a flaming longsword +1, then the 'upgrade cost' is calculated by subtracting the price of the one from that of the other - in the example given, that would be 8,315gp - 2,315 gp, for a result of 6,000gp.

If that's not what you're getting at, could you clarify?
