Hey all. 2 questions:

1) Where is the Efficient Quiver? One of my players found it in the SRD, but I can't find it in any of my books (and I won't let him get one until I can find it!).

2) Related to the Efficient Quiver, is it a weapon or armor or clothing? More to the point, if a Small character had one, would it automatically be sized for Small weapons? Would it weigh the same as Small clothes? Would it magically re-size for another character? (The item seems cool, but a little wonky.)

3) Ring of Force Shield: If a wizard wears one, he gets no arcane spell failure chance, but as it acts specifically as a shield, would it get in the way of somatic components if he had a weapon in his other hand?

The Efficient Quiver in the SRD is called the Quiver of Ehlonna in the Wondrous Item section of the DMG. That's one of the name changes made in the SRD to make it more generic.

As for the Force Ring, that would depend on your interpretation of how the force shield is wielded. If you actually have to mimic wielding it, then yes it would interfere as you need at least one free hand to perform the somatic components. If it just follows your hand movements, I could see allowing that hand to perform the somatic components but would not allow the shield AC versus any AoO or readied attacks that occurred during the spellcasting.
