IMC the party druid is a Wood Elf with a Dex of 20. The -4 to attack doesn't seem so severe in that light and touch attacks aren't difficult against large beasties like dragons and fire giants no matter what your dex bonus. The "washing" is a bit balancing but not if its used against fire giants without waterskins on them or dragons who wouldn't carry them. I think I will leave the spell at 1st level but allow any creature with nore than 6 HD a fort save.

You can wash it out in combat. If you have a waterskin available, as an FRA, I'd allow it.

In the campaign I used it in, the paladin got blinded; he took a FRA to try and clean it, but I told him it would provoke an AoE. He took it, and got killed by the AoE (critical hit).
