But that assumes a character is able to pick and choose (buy, create, etc) whatever weapon he likes.

This is not possible in all campaigns: some DMs like to restrict access to the fancier properties/powers - reserving these for loot to be found - and limiting the "magic shoppe" selection to the vanilla stuff.

If the DM is "reserving these for loot to found" then the player will have it because he finds it. Otherwise, the DM is denying it.
 

Got one more stupid question about staff implements. Does Goliath Greatweapon Prowess apply to staff implements held in one hand? Character builder seems to think so, and I guess it is a two-handed melee weapon, that I just seem to be able to hold in one hand. Just want to make sure.

Anyway, one handed staff of ruin is not very legal. If you allow this, then you should agree with 2 staffs casting wizards, what seems ridiculous, isn't it?
