Ok here is the deal
4 Pc party (All 16th level)

1 Half-Orc Barbarian (CN)
1 Dwarven Gutbuster (Fighter 11/Reaping Mauler 5) (CG)
1 Half-Drow Cleric of Eilistraee (NG)
1 Moon Elf Wizard (N)

Barbarian and Gutbuster at the heavy frontliners of course
followed by the Half-Drow cleric who is actually an archer
and of course the wizard

They where a little shocked at the Goblin i threw at them
he is in the rouges gallery now, but i told them in the begining when they all said they wanted to go Epic, i was going to make it harder and harder the higher they get.
Well they felt that i went a little over board
and well i dont think so, i told them that if they think that was bad i bet i could find something worse.

So here is the call to all you pro monster makers out there
Ill even make it easier on them by saying the creatures CR can be no higher than 17
What would you do or throw at it.

Well, here's a rough idea:

CE duergar barbarian/blackguard, 6th/10th lvl. (+1 LA for duergar)

Has very good stats--stat-wise, this guy should be equal to the PC with the highest overall stats (barring level-based bonuses, & perhaps any permanent inherent bonuses gained from magic). Should have a good Str, decent Dex (at least up to the maximum for the Max Dex bonus allowance for his armor--see below), good Con, above-average Wis, & decent Cha. Int could be average or lower, but at least average if possible.

As a duergar, he should have the Daylight Adaptation feat. Maybe even the Leadership feat, as well.

Main weapon: Dwarven thrower warhammer (maybe augmented with a bonus enchantment, like Thundering or Energy Burst). Has a lot of combat-boosting feats linked to the warhammer (like Weapon Focus & Improved Critical).

Wears magical mithral full plate armor (treated as medium armor, so he retains full movement in the armor, plus the +10 to speed from barbarian class). May have additional enchantments (perhaps to make it less evident that it's mithral). Then again, heavy fortification may make him fearsome.

Uses a magical heavy shield with the bashing enchantment. Also has Improved Shield Bash as a feat.

Could have ability-boosting magic items, like a belt of giant strength or a cloak of charisma. Should at least have something to boost 1-2 of his physical stats. May even want to consider giving him boots of striding & springing, to further increase his speed (making him quick to outmanuever/flank his opponents, or able to stay out of melee range & pepper them with attacks from the dwarven thrower).

Would have a fiendish servant, as well as abilities with undead, at his high blackguard level. He should use those abilities to the fullest.

To make things nasty, perhaps he could also use things like tanglefoot bags or large forces of mindless undead to slow his opponents, esp. those who mainly shine in melee combat. Also, the undead combatants could also harass the spellcasters, interfering with their spellcasting abilities.

Finally, this guy would do his best to play on the PC's weaknesses--take out the PC with the worst AC &/or lowest HP first (which may be a spellcaster), causing 1 PC to at least drop out of the fight to tend to the fallen comrade. Or, the villain could try to take out the cleric first, then use undead against the remaining PCs (basically, eliminate a means/defense the PC have to negate/weaken his undead forces, then use the undead forces against them once that means/defense is gone).

Also, used a lot of ranged attacks against foes who focus on melee combat--making them rely on (possibly weaker) ranged combat abilities while keeping at a distance from his foes (&, his undead forces could keep the PCs busy in melee while they're being peppered by the villain's ranged attacks). Or, he could cast blackguard spells to weaken the PCs.

How's that?

Make sure he has at least these two feats: Leadership and Ability Focus (Hex).

The best thing about the Hexer is the Sicken Hex. It denies the Dex bonus to the target's AC, so sneak attacks galore from his henchmen.

This guy isn't too powerful by himself, but rather needs his minions to be truly effective. As an orcish tribal warlord, this guy is a good one.
