How about an invoker that worships the Raven Queen? That cloak is obviously his holy symbol. He keeps the hand axe 'handy' because when the dust settles he scalps his dead enemies and makes offerings to his goddess with that axe. He keeps the interesting bits of his greatest foes as trophies, which he attaches to the cloak.
In fact it was that very axe that killed him. The first time. The Raven Queen saw fit to give him a second chance, to seek cold revenge, and faithfully serve the wintery biddings of his Mistress.
