Making a demonic Wizardess

Hi,

In my game a long running enemy (an eladrin female wizard) was wisked away at the end of a big fight by a huge demonic hand that came out of a portal, grabbed her while saying in abyssal "I will have my sacrifice".
She screamed was taken to her death.

However, the PCs have recently been playing up the involvement of the faction she was part of and I thought it might be nice to bring her back.

Think Kerrigan from Starcraft. Now she is a demonic eladrin hybrid and even nastier than ever before.

She needs to be a threat to my PCs at level 8 through to when the campaign ends at level 10.
She does not have to be THE main threat, but a bit of window dressing, something that will bug them as a thorn in their side for some time.
She should be arcane in nature and I'm thinking have the wings much like kerrigan. But if she is to linger she will need some evasive powers to prevent an untimely death.

So I'm thinking a level 13-15 Elite/Solo. Probably Elite.
She can have a purple lightning enervation ray (perhaps causes Weakened + Slow)

I'm looking for other cool things that will make her memorable.
I'm also looking for any actual mechanics ideas too.
Any ideas?

This might be a little over the top for you (but I don't know your group size or make up), but here is a "memorable" Demonic Wizardess that I think fits your description.

When the Wizardess is killed the black orb she was using starts to crackle
with black lightning (Perception DC15 within 5 squares to notice it, then
Arcana DC20 to realise that it is still a threat); on the second turn after
Wizardess’s death the orb explodes; Burst 5; attack +15 vs. Reflex; 3d6+6
lightning damage

Anyway, even if you think this is far too overpowered it might give you a few ideas.
