Making a lvl 10 character

I have no idea where I read this (PHB or DMG) but there is something like ...

higher level starting characters get one magic item above their level, one at their level, and one a level lower, as well as gold equal to a magic item one level lower. And mundane equipment is either free ? or bought with that starting gold ...

So for a 10th level character you'd get
* one magic item of level 11
* one magic item of level 10
* one magic item of level 9
* gp equal to the value of a level 9 magic item (from memory, it's 4000-something)

... i think.. something like that anyway.
 

When making a lvl 10 character how much money / treasure should I have?
Is this in the DMG?

DMG, page 243:
For magic items, choose one item of your level + 1, one item of your level, and one item of your level – 1. In addition, you have gold pieces equal to the value of one magic item of your level – 1.
 


Note that the expectation is that you will spend some of the cash to buy lower level magic items, to round out your bonuses to your defenses and such. If you don't, you will be significantly (but not hugely) underpowered when compared to an organic character of that level.

I learned this the hard way.

Interesting how things change... If they did, I am not sure I share this experience, but there haven't been many situations where I could compare "fresh-baked" character vs. organically grown ones.
