Making daily powers reliable

That idea makes me think that encounters would be rarely used at epic level, but mayve Im overestimating how often they miss/how many you get at that level.

Has anyone played with a house rule that daily or encounter powers that miss and have no miss result are not expended?

No, we have not done that.

As someone who has played a wizard, most of my daily powers are sustainable. I use then first, then sustain and move, and I can then use other standard actions.

In one game I play in the DM (Rechan on the enworld.org forums) has a house rule like this: if you miss with a daily you recover it at the end of a short rest rather than an extended rest. I think this is a nice compromise position since you can't spam it during an encounter until you hit but you don't completely waste it on a miss.

+++YOINK+++ thanks to you and Rechan!
How does he run if the power has a miss effect? I am going to probably rule it recharges anyway. I think this'll go well with my up damaged/lowered HP monsters... gotta ban the grind.

Actually, I'd be more concerned about Effect lines. For some powers, the Effect is more important than the initial damage (the barbarian rage dailies come to mind).

Barbarian decides he wants the Effect of his Rage every encounter could use the ability, use his fist (or other non-proficient weapon) to increase miss chance between 10 and 40% or so. He still might hit

Whether a standard action every encounter is worth getting good size bonuses is the question, I guess.

I could also see it useful for multiclassing: a swordmage could swing the minimum Str to MC into Barbarian, but not a high enough Str to really have a good chance of hitting. Therefore, the swordmage could pick up an effective encounter power giving encounter long buffs in exchange for a standard action.

Oh yeah this is a YOINK because I know my PCs and powers: Clr, Ftr, Rgr, Wiz. I know I can work around problems with this, I'll use common sense and work with the players. But I like the idea, the guys are so annoyed when every daily and encounter misses, having another go, n the next encounter, sounds cool. And once it is gone for the day, it is gone. We often do 5 to 7 encounters in a day.
