Why not Gate? I guess you need something of lower level? I'm not sure you are going to find it because anything that does that is probably going to have a saving throw or some other restriction making it difficult.

There are some ethereal spells in Book of Hallowed Might 1 that might work. Manual of the Planes had Shadow Cache which allowed you to place something into the plane of shadow and eventually it would get lost.

Gate does not allow travel from point A to point B in the same plane... it only allows travel from one plane to another.

I'm looking for a portal/teleportation/transportation spell of some sort that will open a gate at one place, and spit people that walk through it out at another place in the same plane

Teleportation Circle sounds like just the business off hand...
